Council Direction Statement
Shared streets accommodate all users and provide sufficient access for emergency services. Regarding the Comprehensive Plan, the Fire Department’s goals and strategies are included in the Public Services & Communications Chapter and include a focus on safety and providing the community with the best possible services. Recommendations in the Transportation and Mobility Chapter speak to traffic calming and parking management. Pocket questions have been prepared and are provided (Attachments C & D).

Information
INFORMATION: Prior to the construction of the Drakeford Library Complex, the property at 203 South Greensboro was a gravel lot, used for public parking. On-street parking was also allowed along the western end of Roberson Street where the shoulder area was gravel. Now the Drakeford Library Complex is completed, and the former on-street parking can be accommodated within the parking deck. The installation of a new sidewalk along the south side of Roberson Street, moreover, reduces the width of the paved travelway.
The Town had anticipated that once the library and new deck were completed, on-street parking on Roberson would be prohibited to ensure emergency access. Currently on-street parking is restricted from East Main to a point just east of Maple Avenue. The draft amendment, if adopted, would prohibit on-street parking on both sides of the street from East Main to South Greensboro. On-street parking is already prohibited on East Braxton Foushee Street.

Fiscal and Staff Impact
FISCAL IMPACT: There are minimal staff impacts associated with updating the Town Code and fabricating and installing no-parking signs.

Recommendation
RECOMMENDATION: Staff recommends that the Town Council consider the draft ordinance amending the Town Code provided as Attachment A.
