Resolution Authorizing the Town Manager to Initiate a Municipal Agreement with NCDOT for the Bike Plan Group Project (BL-0149)
PURPOSE: The Town Council is asked to authorize the Town Manager to initiate a Municipal Agreement with NCDOT and to adopt a Capital Project Ordinance to construct three projects identified in the 2021 Updated Bicycle Plan: a sidepath along the southwest end of Shelton St, restriping East Poplar Avenue to create a pedestrian lane, and restriping the 100 Block Maple Avenue to create a contraflow lane.

Council Direction Statement
The adoption of a municipal agreement with NCDOT is a requirement to receive federal funds. The project supports the Transportation and Mobility Chapter of the Comprehensive Plan, Goal 2: Continue to expand the transportation system to provide at least one non-automobile option (walking, biking, and transit) for every neighborhood to be usable for a variety of trip purposes, and specifically project H, to continue implementation of the Town’s Safe Routes to School Action Plan. The three projects have been identified in the 2021 Updated Bike Plan. Information
INFORMATION: The Town submitted three projects for Triangle West Transportation Planning Organization (TWTPO)’s FY25 call for projects for Regional Flexible Funding (RFF) in December 2023. (For information about the selection of projects please see agenda materials from the Town Council meetings on 11/14/2023 and 11/29/2023.) Two projects were selected for funding and programmed in the FY2026-2033 State Transportation Improvement Program (STIP). These include construction for three bicycle plan projects identified in the 2021 Bike Plan and design for Phase 2 of the Bolin Creek Greenway. A request for funding for design for Phase 3 & 4 of the Bolin Creek Greenway was also submitted but was not selected for funding.
Staff has been working with the Town Engineer to begin the preliminary design process for the Shelton Street sidepath, which requires coordination with the Carrboro United Methodist Church, CHCSS, Carrboro Elementary School and NCDOT. The next step in the process is to initiate the formal agreement with NCDOT to be eligible to receive federal funds through the reimbursement process. Design will be subject to NCDOT review and approval due to the use of federal funds.

Fiscal and Staff Impact
FISCAL IMPACT: The anticipated cost for the project is $1,112,000. This includes $889,600 (80-percent federal funds) and $222,400 (20-percent local match). There are no budgetary impacts as the project was included in the Town’s CIP with funding earmarked for FY26.

Recommendation
RECOMMENDATION: Staff recommends that the Town Council adopt the resolution (Attachment A) authorizing the Town Manager to enter into a Municipal Agreement with NCDOT and adopt the associated Capital Project Ordinance to begin the project.
