Council Direction Statement

As part of the Carrboro Connects implementation project, the Town is replacing its current Land Use Ordinance with a new Unified Development Ordinance (UDO). This updated UDO will reflect the goals outlined in the comprehensive plan, including advancing racial equity and addressing climate change. The new ordinance is designed to make development and regulatory processes more predictable and easier to navigate, with a particular emphasis on increasing the availability of affordable and attainable housing in Carrboro. Race and Equity Pocket Questions were discussed during the February 11 work session and are included again as Attachment B. Updated Pocket Questions will be shared with the Town Council in future phases of the project.

Information

INFORMATION: Work on the new Carrboro Unified Development Ordinance (UDO) by CodeWright Planners is actively underway. Progress to date includes:

                     Small group interviews

Meetings with members of the development community

                     One-on-one meetings with council members

The first public forum, held on two different days

A pop-up outreach opportunity at earth day/open streets

Participation in legislative updates to the town council

Development of a draft market analysis (undergoing internal review)

The next major project task is the code diagnosis, intended to identify and provide insight on gaps between Carrboro Connects and the Town’s current development regulations. CodeWright will also facilitate another pop-up outreach event on one of the nights of the Freight Train Blues Concert Series.
