Information

INFORMATION: On May 10th the Town received authorization from NCDOT to advertise the bicycle loop detector project (TIP# U-4726DF) which involves the installation of bicycle detection at four signalized intersections, three in the downtown area and the fourth at the north intersection of NC 54 and West Poplar Avenue.  Bicycle detection at signalized intersections allows for bicyclists stopped at a red light to call for a green light by positioning their bicycles over a detector.  A standard detection mechanism is an inductive loop that is saw-cut into the pavement.

The advertisement was published in the Raleigh News & Observer and posted on the Town’s website, NCDOT’s website and the HUB website posted on May 19th.  The bid opening is scheduled for June 13th.  The Town will select the lowest responsible bid, subject to NCDOT concurrence.  If the Town does not receive the three bids necessary for the competitive bid process, the project will be readvertised as soon as possible.  The schedule is being dictated by the federal funding requirements in which project construction and administrative close-out must be completed by September 30th. 

On October 24, 2023 <https://carrboro.legistar.com/MeetingDetail.aspx?ID=1113496&GUID=AAACC3C8-782D-4D49-A5FA-D22F401DEA54&Options=info|&Search=>, the Town Council adopted a Capital Project Ordinance amendment to increase the project budget to $157,500 with up to $138,975 allocated toward construction.  The Engineer’s Estimate for construction is $123,000.  Funding includes $126,000 of federal STPDA and BGDA funds, and $31,500 of local match.

Recommendation

RECOMMENDATION: The Town Manager recommends the Town Council adopt the resolution (Attachment A) authorizing the Town Manager to select a contractor and execute a contract with the selected contractor for installation of the bicycle detection system for an amount not to exceed $138,975.
