Authorization for the Town Manager to Enter into a Contract with a Design Firm for Design of New Town Hall at Century Center Site
PURPOSE AND BACKGROUND: The purpose of this agenda item is to request that the Town Council authorize the Town Manager to execute a contract with selected design firm for design of a new Town Hall on the site of the Century Center. A Request For Qualifications was posted on 9/10/2026 for interested architectural and engineering firms. Thirteen firms submitted Statements of Qualifications that were evaluated by town staff. Five firms have been invited for interviews on 11/16/2026 and 11/17/2026 and after evaluation staff will recommend a firm to the Town Manager. The goal is to enter into a contract with selected firm in December 2026 and begin design work in January 2027.

Fiscal and Staff Impact
FISCAL AND STAFF IMPACT: $1.5 million of the total project budget of $15.85 million will be allocated to planning and design. This proposed contract for architectural services for the design of a new Town Hall on the Century Center site will be negotiated with the selected firm and not exceed $1.5 million.

Community Impact
COMMUNITY IMPACT: This contract will be for the design portion of the project. Part of the design teams’ scope will be to design a new space that is more accessible to staff and the community aligning with the Town’s Downtown Area Plan and improving integration and connectivity with Downtown. While the subsequent construction phase will create disruptions to traffic and access, the design team will develop strategies during the design phase to mitigate those eventual impacts.

Climate Impact
CLIMATE IMPACT: The goal of this project will be to design the new facility to meet the Town’s newly adopted High Performance Building Policy ultimately converting the Town’s current highest energy use building into a new building designed to LEED Gold or comparable standards.
