Council Direction Statement
As a recipient of federal aid, the Town of Carrboro is required to establish policies and procedures that ensure compliance with Title VI of the Civil Rights Act of 1964 and related federal nondiscrimination laws. Federal funding from the U.S. Department of Transportation also requires these assurances to be incorporated into a Title VI Plan.
Carrboro Town Council adopted the Title VI Plan in November 2024, with a directive to submit an annual Title VI Compliance Report summarizing implementation updates, and to readopt the Plan with updated goals for the coming year. These actions fulfill the Town’s annual reporting obligation to the NC Department of Transportation’s Office of Civil Rights.

INFORMATION:
As established in the Title VI Plan, it is the policy of the Town of Carrboro to ensure that no person is excluded from participation in, denied the benefits of, or otherwise subjected to discrimination under any program, service, or activity administered or funded by the Town on the basis of race, color, national origin, limited English proficiency, sex, gender identity or expression, sexual orientation, age, disability, familial status, pregnancy, income level, National Guard or veteran status, or religion, as provided by Title VI of the Civil Rights Act of 1964 and other federal nondiscrimination authorities. Contractors and subrecipients are also required to comply with this policy.
The Title VI Plan is organized into five core components: Administration; Public Involvement; Limited English Proficiency; Environmental Justice; and Complaint Process & Procedures. Each component is addressed in a dedicated chapter outlining current compliance efforts and future implementation strategies.
The Title VI Coordinator oversees the Plan’s administration, including preparing the annual compliance report to document progress on ensuring public dissemination of Title VI information, training staff and contractors on Title VI requirements, and highlighting departmental initiatives aligned with the Plan’s five components. The Coordinator also updates the Title VI Plan annually to reflect changes in federal law, incorporate findings from the compliance report, and provide a new work plan for the upcoming year. The work plan for 2026 will focus on continued outreach, staff training, contract compliance, improved departmental reporting, and townwide alignment of nondiscrimination efforts.
A key implementation initiative during 2025 was the formation of an interdepartmental ADA and Title VI Workgroup, coordinated by the Town Manager’s Office, which will support these efforts. It is also important to note that no Title VI complaints were received during this reporting period.

Fiscal and Staff Impact
FISCAL IMPACT: There are no significant fiscal or staffing impacts associated with the administration, implementation, or readoption of the Title VI Plan at this time.

Recommendation
RECOMMENDATION: The Town Manager recommends that the Town Council receive the 2025 Title VI Compliance Report and approve the resolution to readopt the Title VI Plan.
