Title
Request to Receive an Annual Title VI Compliance Report and Readopt the Title VI Plan
PURPOSE AND BACKGROUND:
As a recipient of federal funding, the Town of Carrboro is required to maintain a Title VI Plan to ensure compliance with the Civil Rights Act of 1964 and related federal nondiscrimination requirements. Carrboro Town Council adopted the Plan in November 2024 and directed staff to submit an annual compliance report and update the Plan’s goals and work plan to meet reporting requirements established by the NC Department of Transportation’s Office of Civil Rights.
The Title VI Plan addresses five core components to ensure nondiscrimination in Town-administered or funded programs: Administration; Public Involvement; Limited English Proficiency; Environmental Impact; and Complaint Process & Procedures. The annual compliance report documents implementation progress, including public dissemination of Title VI information, staff and contractor training, and departmental initiatives supporting these components.
The Title VI Coordinator oversees implementation and updates the Plan annually to reflect changes in federal requirements, assess progress, and establish priorities for the coming year. The updated work plan for 2027 continues existing cross-departmental efforts focused on expanding staff training opportunities, streamlining departmental reporting on related federal compliance initiatives, and improving coordination of Town-wide nondiscrimination efforts.
It is important to note that no Title VI complaints were received during this reporting period.

Community Impact
COMMUNITY IMPACT: The Title VI Plan promotes equitable access to Town-administered and funded programs, services, and activities by prohibiting discrimination in accordance with Title VI of the Civil Rights Act of 1964 and other applicable nondiscrimination laws. The Plan documents the Town’s efforts to uphold these protections and provides a process for community members to raise concerns or file complaints. These measures promote transparency, accountability, and public confidence in Town services.

Climate Impact
CLIMATE IMPACT: The Title VI Plan supports consideration of environmental impacts associated with Town programs, services, and projects, including potential disproportionate impacts on vulnerable and historically underserved communities. These considerations help inform project planning and siting decisions to minimize adverse environmental impacts and ensure that the needs of affected communities are considered.
