Update on Traffic Calming Efforts on Tallyho Trail

INFORMATION: On September 16, 2014, staff presented the Board of Aldermen with a traffic calming request for Tallyho Trail. Staff recommended, in consultation with the neighborhood representative, starting with Stage 1 measures such as improved signage, traffic enforcement, speed trailer deployment and conducting neighborhood awareness and outreach.
In May of 2016 residents of Tallyho Trail expressed concern about the continued speeding problem in the neighborhood. In response, the police department placed the speed radar sign for a week and conducted targeted speed enforcement. Town staff collected and analyzed data on Tallyho Trail in May-July of 2016 and this second set of traffic counts confirmed that speeding continues to be an issue. 85% of cars travel at or below 36mph near the entrance to the neighborhood, therefore warranting Stage 2 physical measures.
The Town’s Residential Traffic Management Plan (RTMP) outlines a process by which staff prepares a design for Stage 2 improvements for the Board’s consideration. The design would include the identification of specific physical measures along with their proposed locations. Prior to the consideration of physical improvements at a TAB or Board of Aldermen meeting, staff will provide mailed notice to residents in the area of influence with information regarding the proposal.
Staff will continue with Stage 1 measures on Tallyho Trail while undertaking a study of possible Stage 2 measures. Staff is working with the neighborhood representative to schedule a meeting to discuss travel behaviors, possible Stage 2 traffic calming measures and suitable locations for their installation. In the interim, the police will deploy the speed radar trailer and conduct speed enforcement in the area as they are able, and additional signage may be installed on the road. Staff anticipates bringing a proposal for Stage 2 traffic calming measures to the TAB in winter of 2016-2017 and to Board of Aldermen in late winter/early spring 2017.

FISCAL & STAFF IMPACT: Additional Police staff time will be necessary to set up a speed radar sign, provide traffic enforcement and participate in a neighborhood outreach efforts. Staff time and engineering services will be involved in identifying possible Stage 2 measures and developing a specific plan for the street. There are no funds budgeted in this fiscal year to implement Stage 2 measures; staff can request funds in next year’s budget based on the proposed design.
RECOMMENDATION:r Staff recommends that the Board of Aldermen consider the attached resolution to receiving this update and directing staff to prepare a design for Stage 2 traffic calming measures for Tallyho Trail.
