Council Direction Statement
The mission of the Recreation, Parks and Cultural Resources is to enrich the leisure needs and quality of life for citizens by providing accessible facilities, creative and diverse recreation opportunities and a safe public park system. The Drakeford Library Complex addresses both pillars. For Race/Equity we have a space that is accessible to everyone in our community. For Sustainability the space has several features that contribute to the ongoing goal of being a sustainable community. Finally, this facility relates to Carrboro Connects Goal 2: Ensure all people in Carrboro have safe, equitable, and connected access to parks, open spaces, and recreational facilities. Goal 3: Ensure that recreation and park facilities and programming are environmentally responsible and help further climate change related goals. Goal 4: Strengthen a sense of community and inclusion though the arts, events, and cultural programming that celebrates the diversity of Carrboro.

Information
INFORMATION: The upated Condominium Agreement and Deeds, Survey, and Plat have been finalized and approved by the Orange County Board of Commissioners and now need the Town of Carrboro’s Town Council to approve.
Condominium Agreement and Deeds
The Condominium Agreement and Deeds formalize the ownership and broad responsibilities of Orange County and the Town of Carrboro in operating the Drakeford Library Complex. Based on the finalized building survey, the condominium agreement slightly adjusts the operational split of costs between Orange County and the Town of Carrboro, with the County’s share of costs increasing from 53.6% to 53.7% and the Town’s share decreasing from 46.4% to 46.3%. Additionally, the Condominium Agreement describes the structure by which the Drakeford will be managed and the relationship between the owners. The agreement establishes an Executive Board, whose members include the Orange County County Manager and the Town of Carrboro Town Manager.

Fiscal and Staff Impact
FISCAL IMPACT: This item has no direct financial impact, as the Town’s costs to operate Drakeford are in the current FY 25-26 budget.

Recommendation
RECOMMENDATION: The Manager recommends that the Board;
1.) Approve the Condominium Agreement, Deeds, and Plat for the Drakeford Library Complex; and
2.) Authorize the Town Manger to sign all required documents and record all instruments, upon final review by the Town Attorney.
