DEPARTMENT: Planning, Fire
INFORMATION: The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288), as amended by the Disaster Mitigation Act of 2000, provides the legal basis for State, local, and Indian Tribal governments to undertake a risk-based approach to reducing risks to natural hazards through mitigation planning. Developing a plan is a requirement for local governments to seek hazard mitigation grant funding.
Beginning in 2004, the Town of Carrboro partnered with other Orange County jurisdictions on development and adoption of a hazard mitigation plan. The most recent plan was adopted in 2010 and was effective through May 6, 2015, five years from the date the plan was adopted by the first participating local government (Orange County). Adoption of the new plan is encouraged to take place as soon as possible. In 2014, an expanded multi-jurisdictional planning region was identified. The region, which has been designated 'Eno-Haw' during plan development, includes three contiguous counties, Alamance, Durham, and Orange, and thirteen towns and cities.
FISCAL & STAFF IMPACT: None.
RECOMMENDATION:r Staff recommend that the Board of Aldermen consider adoption of the resolution (Attachment A) adopting the Eno-Haw Regional Hazard Mitigation Plan.
