Council Direction Statement

Municipal Operations, Chapter 10 of the Comprehensive Plan, calls for financial accountability throughout the organization and to make financial information available to decision-makers on a regular and timely basis. It also includes initiatives to provide hazard response in accordance with industry best practices to ensure Carrboro remains a safe place to live, work and play. 

The Community Action Climate Plan and the Comprehensive Plan both call for the Town to reduce municipal greenhouse gas (GHG) emissions by 80% by 2030. Fleet operations represent a significant source of these emissions, and a strategic transition to electric and hybrid vehicles is essential for meeting this target. This will also contribute to local air quality improvement and positively impact human health. 

The Comprehensive Plan was developed with the foundational themes of race and equity and climate action. Chapter 10: Municipal Operations, recommends reducing greenhouse gas emissions due to municipal fleet operations. One strategy mentioned is to replace internal combustion vehicles with electric vehicles.

FISCAL IMPACT: 

Please see attached. There is no immediate budget impact associated with this item. A budget amendment request, including to receive and appropriate the use of insurance proceeds, will be forthcoming in a future Council Business Meeting.
