Council Direction Statement The Town has participated in the regional transportation demand management program since 2011. Strategy 2.1(B) in Carrboro Connects recommends seeking to increase funding from the regional TDM program and partnering with surrounding transit authorities. INFORMATION: On February 6, 2024 <https://carrboro.legistar.com/MeetingDetail.aspx?ID=1152754&GUID=B2113EBE-166D-4D95-8803-AADD1C5AA44C&Options=info|&Search=>, the Town Council approved a resolution to submit an application for Central Pines Regional Council’s FY25-26 Transportation Demand Management grant program, Triangle Transportation Choices. This is the first time the grant has been awarded for a two-year cycle.
Transportation Demand Management (TDM) is the application of strategies and policies to reduce reliance on single-occupancy vehicles (SOV) by encouraging other options for travel such as carpooling, public transit, biking, walking, remote or teleworking, and flexible work schedules. The program provides up to 50-percent reimbursement of pre-approved activities designed to encourage behavior changes that lesson the demand for SOVs, such as the development and dissemination of promotional and informational materials, purchase of safety items such as bicycle lights and reflective gear, and associated staff time. The grant does not provide funding for infrastructure.
Carrboro has been awarded up to $26,750 for the two year grant cycle as shown in the table below.

The Town plans to continue to collaborate with local and regional partners on the Open Streets Event in April, multiple events during National Bike Month in May including the Community Ride with the Mayor, the bike breakfast, bike on bus events, and other safety workshops. Staff is hoping to increase the number of events and to expand into more neighborhoods.

Fiscal and Staff Impact
FISCAL IMPACT: The total value of the grant $53,500, with a required 50-percent local match of $26,750, which is provided through in-kind services (staff time). Funds are provided by way of quarterly reimbursement requests.

Recommendation
RECOMMENDATION: Staff recommends that the Town Council consider the attached resolution (Attachment A) authorizing the Town Manager to execute the TDM Grant MOA with Central Pines Regional Council for FY25-26.
