PURPOSE: Action A: To approve budget, grant, and capital project ordinance amendments for Fiscal Year 2025-26.

Action B: The Town Council is to adopt a resolution authorizing the Town Manager to enter into a construction contract for drainage improvements along Fidelity Street and the addition of a bioretention cell next to Fire Station #1.

Information

INFORMATION: Fidelity Street Drainage Improvements: This project includes construction of a bioretention cell retrofit and replacement of municipal stormwater pipes along Fidelity Street to improve stormwater management, reduce flooding, enhance water quality, and ensure compliance with Municipal Separate Storm Sewer System (MS4) permit goals. The design will feature engineered media which filters stormwater and runoff, removing potential contaminants and reducing discharge rates. Special design considerations have been incorporated to accommodate both short- and long-term operational needs of the Fire Department. The project includes grading, drainage pipe replacement, waterline relocations, natural landscaping, community asset enhancements, and installation of all stormwater control measure infrastructure. Collectively, improvements support regulatory compliance, protect public infrastructure, and enhance community resilience through effective urban stormwater management.

Action A: The Stormwater Division is requesting an increase to the Stormwater Utility Capital Project #81004 - Fidelity Street Drainage Improvements in the amount of $395,000. This amendment increases the project ordinance by $395,000 and authorizes a transfer of the same amount from the Stormwater Utility Enterprise Fund. The transfer will be funded through an appropriation of fund balance within the Stormwater Utility Enterprise Fund.

Action B: Town Council is to adopt a resolution authorizing the Town Manager to enter into a construction contract for the stormwater capital project. The site was selected as a retrofit candidate due to compounding benefits that include stormwater retention and treatment, an opportunity to better manage subsurface drainage, existing property ownership, and enhancement to fire operational compliance.

Fiscal and Staff Impact

FISCAL IMPACT: Not to exceed $444,996.88 from the Stormwater Capital Fund. There is no General Fund impact associated with this item.

Recommendation

RECOMMENDATION: The Manager recommends the Council (1) approve the budget, grant, and capital project ordinance amendment for Fiscal Year 2025-26; and (2) adopt the resolution allowing the Town to execute the project’s construction contract.
