Council Direction Statement
The funding recommendation reflects a project that addresses Race and Equity, Climate Action, and Comprehensive Plan priorities and strategies.
Racial Equity: Page 11 of the comprehensive plan states, “The Town's commitment to advancing race and equity can be seen throughout the plan. Examples include Affordable Housing: Promote the availability of affordable housing for both homeowners and renters; provide assistance toward the preservation of affordable housing units; and work with Orange County to provide services and housing for homeless/unsheltered individuals and families.”
Climate: Strategy 4.2 of the comprehensive plan states, “expand access to weatherization, energy efficiency, and continue water conservation measures for all, especially lower-income residents and small business owners, in new construction and retrofits to existing buildings.”

Goal 4: Maintain and improve the quality of Naturally Occurring Affordable Housing (NOAH) and “missing middle” opportunities.

Information
INFORMATION: During the September 2025 application cycle, one request(s) was received and forwarded to the Housing and Human Services Advisory Commission (HHSAC) for review. Habitat for Humanity of Orange County NC, which seeks $150,000 in funding for critical repairs for eight low- to- moderate income Carrboro homeowners following Tropical Storm Chantal.
The project stems from Habitat’s Disaster Recovery Repair Program, launched in response to Chantal, providing immediate support and preventing long-term displacement and the permanent loss of affordable housing stock. Repairs will focus on flood-related damage such as flooring and insulation replacement, electrical, and HVAC system repairs.

Recommendation
RECOMMENDATION: Staff recommend that the Town Council approve the funding request. A resolution for approval is provided in Attachment A.
