Council Direction Statement

Advancing Racial Equity and Climate Action are foundational commitments of the Town’s comprehensive plan, Carrboro Connects, adopted in June 2022.  Revisions to the Town’s Land Use Ordinance to support plan goals and strategies are included in the plan’s top 35 priority projects.

Information

INFORMATION: In June 2024, the Town released a Request for Proposals seeking professional services for a Land Use Ordinance. Five responses were received and evaluated by a panel composed of the Assistant Town Manager, Interim Finance Director, Public Works Director, Chief Race and Equity Officer, Economic Development Director, Planning and Transportation Administrator, Planning Director, Development Review Administrator, and Stormwater Utility Manager. Two proposing teams were selected for interviews. Based on the proposals, evaluation, and interviews, the review panel recommends the team of CodeWright Planners, in conjunction with Civility Localized, McAdams, City Collective, Fox-Rotschild, and Noell Consulting, for this work.

The professional services to be provided by the consultant team will include Project Initiation and Coordination, Engagement, Market and Development Potential Assessments, Code Diagnosis, and Drafting. Deliverables for this project include outreach, engagement, evaluation, and presentation materials, draft and final ordinance for adoption.

Fiscal and Staff Impact

FISCAL IMPACT: The Town anticipates entering into an agreement not exceeding $425,000, which aligns with the allocated budget for these services. Additionally, personnel from various departments, along with the Town Attorney and Town Engineer, will contribute their time to community engagement and the assessment of pertinent project documentation.

Recommendation

RECOMMENDATION: The Town Manager proposes that the Town Council adopt the attached resolution (Attachment A) authorizing the Town Manager to finalize the terms and execute a contract with Code Wright Planners for professional services related to the development of a Land Use Ordinance.
