PURPOSE: For the Town Council to receive a presentation by Baker Tilly on the recently completed Town of Carrboro Organization Structure and Staffing Assessment and request that the Town Council adopt the changes to the Town of Carrboro Position Classification and Pay Plan in alignment with the recommendations of the organizational assessment.

Council Direction Statement
This assessment provides a framework to ensure the Town has proper staffing levels to carry out the goals of Carrboro Connects with consideration of the two pillars of the plan, race and equity and climate change. It also supports goals in the Human Resources section of Carrboro Connects: (1) Work with Town Manager and Management Team to maintain a fair, respectful, and effective work environment through Organizational Development work and initiatives, training, and communication and (2) Research and review pay and position classification policies and programs that support Council’s goals for competitive, living wages and that also provide employees with an affordable housing wage.

INFORMATION:
Part A- Information: The Town of Carrboro contracted with Baker Tilly Advisory Group to complete a comprehensive organization structure and staffing assessment.
The planning phase for this project kicked-off in February 2024 and the information gathering phase was completed in April when consultants completed engagement with more than 15 employee focus groups.
This assessment represents a key investment in the organization and personnel of the Town. The prioritized recommendations from this assessment will guide future decisions to best allocate resources and better serve the Carrboro community.
Part B- Action: The resolution proposes changes to the position classification and pay plan. Based on the priority recommendations and funding set aside to implement the organizational structure and staffing assessment, the following positions are being added:
Assistant to the Planning Director, Grade 114
Chief Sustainability Officer, Grade 126
Deputy Planning Director, Grade 119
Economic Development Specialist, Grade 109
Fire Inspector, Grade 113
Additional changes are:
Fire Marshal move from Grade 114 to Grade 116
Increase budgeted Building Maintenance Specialist from 1 FTE to 2 FTE
Increase Police Diversion Social Workers from 1 FTE to 2 FTE
These changes increase the town’s total FTE’s from 175.5 to 182.5.

Fiscal and Staff Impact
FISCAL IMPACT: Implementation of seven prioritized new positions is expected to cost $400,000 for FY24-25. Funding for this was approved in the FY24-25 budget.

RECOMMENDATION: It is recommended that Council receive the report and adopt the resolution.
