PURPOSE: This agenda item is to request that the Town Council consider adopting a resolution to authorize the Town Manger to negotiate and enter into a contract with Atlantic Coast Fire Trucks, LLC for the purchase of one Smeal fire apparatus 100’ rear mount platform consistent with the Town’s Non-Federal Funds Contract.

Council Direction Statement

This agenda item helps advance the Town Council’s climate action priorities. The specification for this apparatus includes ZeroRPM idle technology to eliminate emissions while idling and the motor will comply with the 2027 version of the Environmental Protection Agency’s Multi-Pollutant Emissions Standard.

This agenda item will help the Town work towards the reduction in municipal emissions as an identified priority in the comprehensive plan. The item also advances the efforts to provide emergency response services in accordance with industry best practices as identified in the comprehensive plan.

Information

INFORMATION: The Town of Carrboro purchased the current aerial ladder truck in 2009. Based on the age of the vehicle, numerous and significant mechanical malfunctions, the absence of sustainability technology, the lack of current safety features, cost of unscheduled maintenance and repairs, and other factors the Fire-Rescue Department is requesting council authorize the Town Manager to execute contract for a replacement apparatus. Furthermore, with an expected build time of 24 months it is important to start the process now to limit additional unscheduled maintenance and repair expenses and out of service time for the current aerial ladder truck.

Fiscal and Staff Impact

FISCAL IMPACT: There is no additional fiscal impact in FY25. The Town expects to execute a contract not to exceed $2,060,000 for the purchase of the replacement aerial ladder truck and the funds for that contract will not be due until the apparatus is delivered. The expected delivery date is July 2027. Previously adopted budgets included funds towards the future purchase of a fire apparatus in anticipation of the need for a replacement aerial ladder truck. The FY26 and FY27 budget proposals and associated capital project ordinances will request additional funding to be transferred to the capital reserve account to fund the entire cost of the contract prior to the payment date for the aerial ladder truck.

This contract was obtained through Sourcewell, a cooperative purchasing entity. Sourcwell conducted a competitive purchasing process in compliance with North Carolina General Statute 143-129. A letter acknowledging that the contract was obtained through Sourcewell is attached (Attachment C). Additional competitive purchasing process documentation is available if requested.

Recommendation

RECOMMENDATION: Town Staff recommends that the Town Council approve the attached resolution (Attachment A) to authorize the Town Manager to enter into a contract (Attachment B) with Atlantic Coast Fire Trucks, LLC for the purchase of one Smeal fire apparatus 100’ rear mount platform. Town Staff also recommends that the Town Council approve the attached Capital Project Ordinance (Attachment C).
