PURPOSE: The purpose of this item is for the Board of Aldermen to consider approving a Supplemental Agreement to extend the completion date and increase the budget for the installation of four bicycle detectors in the downtown area.

INFORMATION: In May of 2014, the Board authorized a Supplemental Agreement with NCDOT to extend the completion date for preliminary engineering for bike loop detectors project (TIP Project U-4726-DF). Complications associated with obtaining right of way (ROW) certification stalled the project temporarily, but these issues have been cleared up and the Town recently received ROW certification from NCDOT. Preliminary engineering (PE) has been finalized and the project is close to construction ready.

Bicycle loop detection at signalized intersections allows bicyclists to request a green light by placing their bicycles over an inductive loop that communicates with the traffic signal. Loop detectors have the potential to discourage red-light running by providing an alternative to quickly cross the intersection. The current project includes installation of bicycle loop detectors at the intersections of:
* W. Weaver and W. Main
* W. Main and N. Greensboro
* Roberson and E. Main
* W. Poplar and N.C. 54

Due to the delay in obtaining ROW certification, the Town requested another extension of the project completion date. The new Supplemental Agreement extends the completion date to January 27, 2017. The resolution in Attachment A would approve the Supplemental Agreement and authorize the Town Manager to execute it.

Attachment B is the Capital Project Ordinance approved by the Board with a total budget of $37,500 comprised of $7,500 of Town funds as local match for $30,000 of STP-DA funding. Total expenditures...
