This presentation is staff’s response to Council who have requested a discussion of the stormwater enterprise and associated fees.

Information

INFORMATION: The Town Council has expressed strong interest in engaging in a detailed conversation about the stormwater enterprise, fee amounts, and the structure used to calculate those fees. Council members are particularly focused on ensuring the approach is equitable, transparent, and sustainable for residents and businesses. Staff have prepared a presentation on current funding, support mechanisms to assist residents who are struggling with utility costs, and future considerations.

Stormwater Utility staff have worked with Town GIS staff to look at different fee types and potential rates for the Council’s consideration.

Fiscal and Staff Impact

FISCAL IMPACT: Undetermined at this point, with the recommendation to conduct a Utility Rate Study to be completed by 10.30.2026. If approved, acquisition of new GIS data will cost around $16,000.

RECOMMENDATION: Staff recommend that Council receive the presentation.
