PURPOSE: To request that the Town Council authorize the Grants Manager and Stormwater Utility to jointly seek additional assistance funding for the construction of stormwater nutrient management practices within the Town of Carrboro.

OTHER: Grant funding will provide extra revenue that will assist the Utility implement programmatic initiatives beyond MS4 minimum control measures.
RACE/EQUITY: Pocket questions can be located as an attachment. The Utility feels that this opportunity will help address several participation barriers and provide financial assistance to those that need it most in our community.
CLIMATE: Effective Construction of stormwater practices is a key component in helping build a resilient municipality and will have direct implications in the health and vitality of Jordan Lake.
COMPREHENSIVE PLAN: Green Stormwater Infrastructure (GSI) is directly involved in improving our community's vision as identified in Chapter 6 of the Comprehensive plan.

INFORMATION:
This grant will enable the Town to address rising costs for sustainable practices on residential properties, ensuring their continued implementation despite budget constraints. It may also support streambank stabilization projects, which enhance nutrient reduction, reduce runoff, and prevent erosion, tackling stormwater impacts at individual and community levels to improve water quality and protect ecosystems. As a municipality regulated by the Jordan Lake Rules under the NC Division of Water Resources, Carrboro is required to meet strict nutrient reduction targets to safeguard Jordan Lake.
