Information
INFORMATION: The Orange County Partnership to End Homelessness was established in 2008 to coordinate funding and activities to end homelessness in Orange County. A Memorandum of Understanding (MOU) was created to outline the roles and responsibilities of the partner jurisdictions of Orange County and the Towns of Chapel Hill, Carrboro, and Hillsborough.
This item proposes one change to the renewal period in the existing MOU, from five additional two-year terms to one-year terms "until decisions regarding OCPEH governance revisions are adopted and if agreed upon by all parties." This change refers to the concern that people with lived experience of homelessness may be reluctant to actively participate with elected officials also participating in the monthly leadership team meetings and serving in Chair / Vice-Chair capacity. A Governance Workgroup was established in the fall 2023 to review the current governance structure and ensure that it meets regulatory requirements while more actively centering people closest to the issue.
