PURPOSE:  To designate agents to act on behalf of the Town in support of applications for $748,392 in Federal Emergency Management Agency (FEMA) funds through the HMGP program.

INFORMATION: The Town submitted applications in October 2013 for Hazard Mitigation Assistance (HMA) grant funding for four flood prone properties in the Tom's Creek basin. Funding was not allocated.  In August 2014, staff learned that additional funding was available for local governments in Orange and Alamance Counties.  A letter of interest was prepared in September.  The letter identified $2,697,798 in projects including: funding for generators to control traffic lights, funding for generators to serve Town Hall, and funding for culvert replacement and the elevation and acquisition projects applied for previously.  In December, the Town was notified that the elevation and acquisition were approved to be submitted as grant applications under the Hazard Mitigation Grant Program (HMGP).
 
A resolution designating primary and secondary agents is needed as part of the review package for these grant applications.  The attached form (Attachment A) serves as that resolution, designating Town Manager, David L. Andrews, and Finance Director, Arche L. McAdoo, as those agents, and specifying additional responsibilities and assurances in association with the grant funding.  .
 
FISCAL & STAFF IMPACT: The HMGP funding requires a 25 percent non-federal share, which is to be met by state hazard mitigation funding.
 
RECOMMENDATION:r Approve the attached resolution designating the Town Manager and Finance Director as agents to act on behalf of the Town to receive these funds.
