Update on the State Transportation Projects Prioritization Process, SPOT 4.0

 

PURPOSE:  The purpose of this item is to provide the Board with an update on the State Prioritization Process SPOT 4.0, the list of potential projects for the Town, and the schedule going forward.

INFORMATION: Over the past two months, Town staff has been preparing a list of transportation projects to submit for funding in the 2018-2027 State Transportation Improvement Program (STIP). Projects are scored at the MPO and NCDOT level through a prioritization process called SPOT 4.0, which is a combination of a statewide, data-driven process and local input. Below is a schedule outlining key milestones in the prioritization process from now until the final STIP is released.

 

Key Dates:

                     September-October 2015 - MPO internal scoring process to determine top 14 projects in each category (highway, bike/ped, transit)

                     October 2015 - MPOs enter projects into SPOT 4.0 Online

                     End of March 2016 - NCDOT releases quantitative scores and draft list of Statewide Mobility projects

                     April 1, 2016 - MPO assigns local input points to the Regional Impact projects

                     End of July 2016 - State releases draft list of Regional Impact projects

                     August 1, 2016 - MPO assigns local input points to the Division Needs projects

                     October 2016 - Final SPOT 4.0 scores released

 

A more detailed discussion of the prioritization process and information relating to proposed projects is provided as Attachment B.  The request for projects for SPOT 4.0 have been subject to specific criteria, such as inclusion in the MTP, and a tight schedule, limiting the selection of submittals to projects that have already been identified as Town priorities.

 

FISCAL & STAFF IMPACT: There is no fiscal impact associated with the Board of Aldermen receiving this information. However, projects that are selected for funding would be subject to a twenty-percent local match. If all of the projects received funding, the total projected costs, including design and construction, would be $11,546,542, and the local match would be $3,588,238. Staff time would also be needed for project management. All projects selected for funding would come before the Board for final approval prior to contract execution and design.
