PURPOSE: The purpose of this item is to update the Board of Aldermen on the Town and County efforts related to possible siting of the Southern Branch Library and the status of communication related to the 203 S. Greensboro property.

INFORMATION: On October 6, 2015 (https://carrboro.legistar.com/View.ashx?M=M&ID=414412&GUID=0EB1795A-0748-42E7-ADD8-4A62A222A66A - see page 5), the Board of Aldermen directed the Town Manager to move forward with the County Manager with a conversation regarding due
Diligence about possible use of the 2013 S. Greensboro Street property as a site for the Southern Branch Library. The Board of Aldermen included the following in its directions:
* Ask that future conversations include the Cat's Cradle
* Ask that staff report back to the Board on the pros and cons of site control
* Ask that the County be transparent through the due diligence process if the plan is for a stand-alone library or library coupled with other uses
* Ask that replacement and interim parking be made a priority
* Staff shall provide the County with the former development plan on 203 S. Greensboro
* Staff should consider opportunity costs, new market tax credits, and leveraging of funds during the discussions for the site.
Staff has been meeting with Orange County staff on this direction and the status of the County's work. A memo from Orange County staff is attached (Attachment A).
