Continuation of Board Discussion Regarding the Draft Community Climate Action Plan
PURPOSE: The purpose of this agenda item is for the Board to continue the discussion initiated on April 5th relating to the draft Community Climate Action Plan.

INFORMATION: On April 5th, staff presented the Board with a revised Community Climate Action Plan for review and input before finalizing materials for the April 26th public hearing. The agenda item included a staff memorandum with initial cost-benefit analysis for most of the recommendations outlined in the document, including information relating to the sustainability coordinator position and information regarding other direction provided to staff at the November 10, 2015 review of the draft plan. A resolution is provided for the Board to accept the current draft of the Community Climate Action Plan and submit the draft plan to the April 26, 2016 public hearing. The resolution provides an alternative action, whereby the Board could postpone holding a public hearing on the plan at this time, and could direct staff to complete a detailed analysis, quantifying the potential to reduce Greenhouse Gas Emissions by each actionable item. Such additional cost/benefit analysis could yield important information for prioritizing the items identified in the plan to better achieve the targeted reduction level as well as guide the discussion for pursuing potential enabling legislative authority.
