A Public Hearing on the Temporary Street Closing Permit Application for the Not So Normal Run
PURPOSE: The purpose of this item is to receive public input on the Street Closing Permit Application submitted by Not So Normal Fund, Inc for the temporary closing and usage of streets from 7:00AM to 12:00PM on Sunday, April 2, 2017 to accommodate the Not So Normal Run.

INFORMATION: The event coordinator, Jay Radford, has submitted a Street Closing Permit Application for the temporary closing and usage of the following Town streets on Sunday, April 2nd, 2017 from 7:00 AM to 12:00 PM:
• Laurel Ave
• West Main St from Laurel Ave to James St
• James St to Quail Roost
• Quail Roost to Lisa
• Lisa to Carol
• Carol to Hillsborough
• Hillsborough to Blueridge
• Blueridge to Spring Valley
• Spring Valley to Pathway
• Pathway to Robert Hunt
• Robert Hunt to N. Greensboro
• N. Greensboro to Hillsborough
• Hillsborough to Cheek
• Cheek to N. Greensboro
• N. Greensboro to Pine
• Pine to Hillsborough
• Hillsborough to West Main
• West Main to finish on Laurel
Streets will remain open to traffic. Drivers may experience intermittent interruptions, especially at the start and finish of the event, due to runners crossing streets and traffic control by police, public works, and race organizers. A map of the event is attached.
In accordance with Section 7-19 of the Town Code, a Public Hearing to receive public input prior to issuing a Street Closing Permit is required for this event.
Section 7-23 of the Town Code states that permits for road races may be issued only if such event will benefit a non-profit organization based in or providing services in Orange County. This event meets this requirement as proceeds for the event are benefiting organizations based in Orange County as detailed in the attached documentation.
The applicant will provide Public Works with the required insurance 30 days prior to the event.
FISCAL & STAFF IMPACT: The applicant will be responsible for all costs incurred by Public Works and Police to facilitate this event. The applicant will be sent an itemized bill for the final costs incurred by Police and Public Works. The applicant has paid the application fee.
RECOMMENDATION:r Staff recommends that the Board approve the attached resolution for the temporary closing and usage of the discussed route in order to accommodate the Not So Normal Run:
1. Applicant shall distribute flyers of notification, to persons occupying property abutting the streets where the event is to take place, of the contents of any resolution passed.
2. Applicant will be responsible for all costs incurred by Public Works and Police to facilitate this event. Applicant will be sent an itemized bill for the final costs incurred by Public Works and Police.
