PURPOSE: The purpose of this agenda item is to provide the Board of Aldermen with an update on the P4.0 Prioritization process and the potential allocation of points toward bicycle-pedestrian improvements along Estes Drive Extension.

INFORMATION: During the DCHC-MPO Technical Committee's review of the initial scoring of transportation projects for the draft FY-2018-2027 STIP, staff noted an opportunity for an allocation of local points to increase the possibility for (SPOT ID 150621) Bicycle and Pedestrian Improvements along Estes Drive Extension from Martin Luther King Boulevard to North Greensboro Street to receive funding. This would be a joint project for the Town of Chapel (1.29 mi) and the Town of Carrboro (0.41 mi) and would require a 20-percent local match. Preliminary cost estimates using NCDOTs estimator tool and the Town Engineer's assessment suggest a total project cost of approximately $916,450 to $1,063,803 with a 20-percent local match of approximately $183,290 to $212,761.

The Town's submittal for the construction of sidewalks along the north side of Jones Ferry Road between Davie Road and Main Street (SPOT ID B150153) also scored well; the estimated construction cost of $448,869 which would require approximately $112,217 in local match.

The DCHC-MPO Board is scheduled to consider the allocation points in late summer or early fall.

FISCAL & STAFF IMPACT: Projects that are not approved with funding during the first five years of the FY2018-2027 STIP would be subject to reprioritization.
