Acceptance of Flood Mitigation Assistance Grant Funds - Authorization to Sign Grant Agreements

PURPOSE: The purpose of this agenda item is for the Board of Aldermen to accept Federal Emergency Management Agency Hazard Mitigation Grant funds to apply to the acquisition of two repetitive loss properties and the elevation of two other repetitive loss properties in the Plantation Acres neighborhood.

INFORMATION: In March 2015, the Town submitted applications for grant funding for flood prone properties in the Plantation Acres neighborhood. Notice of approval for the grant to acquire two properties was provided to the Town in April and the grant agreement between the Town and the North Carolina Department of Public Safety was received in August. Notice of approval of the application to elevate two other homes was also received in July and the agreement for that project is in preparation.
Applications for Flood Mitigation Assistance funding for these properties had been submitted in October of 2013. The projects were found to have met all the criteria for funding, but sufficient funding was not available at the time. In early 2015, the Town was notified of the opportunity to submit the applications under the Hazard Mitigation Grant program. Both applications were determined to be eligible for state funding to cover the local matching fund requirements. The properties included in the grant application for acquisition are 100 James Street and 116 Carol Street. The total project cost is estimated as $502,517, with a $125,629 non-federal match being met by the North Carolina State Share. The properties included in the grant application for elevation are 400 Lorraine Street and 403 Lorraine Street. The total project cost is estimated as $239,960, with a $59,990 non-federal match being met by the North Carolina State Share.
