INFORMATION: At the September 1, 2015 regular meeting, the Board of Aldermen received a presentation on the SPOT 4.0 prioritization process for transportation projects to be funding in the 2018-2027 State Transportation Improvement Program (STIP). As part of the presentation staff recommended submitting seven local bike-ped projects for scoring.
At the June 28, 2016 meeting, the Board received an update on the scoring process and identified two bike-ped projects that appeared to be strong candidates for funding. The purpose of this agenda item is to provide the Board with an update on a third project that also appears likely to receive funding. As Division level bike-ped projects, all three, if selected, would require a 20-percent local match and local management. The projects are as follows:
1) (SPOT ID 150621) - Installation of bicycle and pedestrian improvements (likely bike lanes and sidewalks) along Estes Drive Extension from Martin Luther King Boulevard to North Greensboro Street. This would be a joint project with the Town of Chapel (1.29 mi Chapel Hill/0.41 mi Carrboro). Preliminary cost estimates using NCDOTs estimator tool and the Town Engineer’s assessment suggest a total project cost of approximately $916,450 to $1,063,803 with a 20-percent local match of approximately $183,290 to $212,761.
2) (SPOT ID B150153) - The construction of sidewalks along the north side of Jones Ferry Road between Davie Road and Main Street; this would complete the missing sidewalk section from the Jones Ferry Road spot-safety project. The estimated construction cost of $448,869 would require approximately $112,217 in local match.
3) (SPOT ID B150194) - The construction of sidewalks along one side of Barnes Street, an important link in a creating a walkable connection from some of the multifamily complexes along NC 54 to the downtown area. The estimated project cost is $232,907; the 20-percent match is $58,226.75.
A resolution has been prepared that provides the Board with an opportunity to support the projects as presented and also to add additional input or comments.
The DCHC-MPO Board is scheduled to consider the allocation points at the October meeting.
FISCAL & STAFF IMPACT: The combined local match, if all three projects received funding would be approximately $353.733-$383,204. Staff time would also be required for project management. Projects that are not approved with funding during the first five years of the FY2018-2027 STIP would be subject to reprioritization.
RECOMMENDATION:r Staff recommends that the Board discuss the projects and consider whether to convey its support of the allocation of local points toward these projects to the DCHC-MPO Board.
