Carrboro Vision2020

PURPOSE:  The purpose of this agenda item is to provide the Mayor and Board members an opportunity to discuss Carrboro Vision2020, the recently completed advisory board review and other related matters.

INFORMATION:  On May 24, 2016, the Board of Aldermen discussed next steps related to the advisory boards’ review of Carrboro Vision2020 (Attachments A and B).  The Board of Aldermen requested that staff schedule several worksessions to allow the Board of Aldermen to discuss the review and comments.  This is the first of those worksessions.  It is anticipated that the Board of Aldermen will begin in the first of the document’s six sections, Programming, Services, and Amenities, and work through the sections and comments as time allows.  Some sections have a closer fit than others and future worksessions may be framed by the grouping of those sections. A copy of the existing policy document, with appendices, is included as Attachment C.  Questions to consider in the discussion include:

1.                     Is there an interest in updating the document by accepting the advisory board comments or including the comments as part of a larger community visioning update, looking perhaps to a 2020-2040 time frame, or sooner?  The process to update the Year 2000 Task Force Report and establish Carrboro Vision 2020 was initiated in September 1999 and concluded in December 2000. The cost for this effort was approximately $5,000 excluding staff resources.

2.                     Is there an interest in grouping sections of Vision2020 by related topics for future worksessions or reviewing each section separately?  The six sections of Carrboro Vision2020 are Programming, Services, and Amenities, Development, Economic Development, Transportation, Environmental Protection and Promotion, and Housing.

3.                     Is there an interest in updating related policy/plan frameworks for the town, such as a future land use plan/map?  The Town’s most recent land use planning effort concluded in 1999 with adoption of the Facilitated Small Area Plan for Carrboro’s Northern Study Area.  Estimates for multi-year comprehensive planning efforts range from $150,000 upwards.  Other costs would be related to associated updates to land use regulations
