Update on Creation of Stormwater Utility
PURPOSE: The purpose of this agenda item is to provide an update on work related to establishing the new stormwater utility, and provide the Board the opportunity to discuss this work.

INFORMATION: The Town is in the process of establishing a Stormwater Utility that recognizes that stormwater management is a community wide challenge, and the current stormwater program and existing level of funding are not adequately addressing the challenge. A work session has been scheduled for staff to provide an update and for the Board to discuss related topics. A staff memo has been prepared that addresses: Town Code requirements; cost projections; an analysis of impervious surfaces; and a recommended rate structure and steps to adopt the rate structure. A recommendation on next steps is also provided from the Stormwater Advisory Commission.
FISCAL & STAFF IMPACT: There is no fiscal or staff impact to holding the work session. There will be a fiscal and staff impact to adopting a new rate structure and transitioning to operation of the new Stormwater Utility.
RECOMMENDATION:r It is recommended that the Board receive the staff memo and presentation and Stormwater Advisory Commission recommendation, discuss the next steps with the Stormwater Utility at the work session, and consider the attached resolution.
