PURPOSE:  The purpose of this agenda item is to provide the Board of Aldermen an opportunity to authorize the Town Manager to execute an interlocal agreement between the Towns of Chapel Hill and Carrboro to establish responsibility for the project administration and cost sharing related to the development of tools to implement the land use management/zoning concepts included in the report prepared for in 2016 for the neighborhood.

INFORMATION:

Requests for Proposals were released in June 2018 for professional services to support the Towns of Chapel Hill and Carrboro in implementing the land use and zoning strategies included in the 2016 “Mapping Our Community’s Future” report (Attachment B).  The needed services include:

 

1.                     Market Analysis and Strategies to support mixed-use development

2.                     Public Engagement and Code Writing to develop new community zoning

 

An interlocal agreement that proposes a framework for sharing the project administration and cost-sharing for this work is nearing completion.   

 

FISCAL & STAFF IMPACT:  The Town’s share of the proposed project costs is up to $16,420. 

 

RECOMMENDATION:r Staff recommends that the Board of Aldermen authorize the Town Manager to sign relevant agreements on its behalf.  A resolution conveying this authority has been drafted for the Board’s consideration (Attachment A).
