 Consider Adopting Strategic Priorities Framework for Human Services Funding

PURPOSE:   The purpose of the agenda item is to ask the Board to adopt a set of strategic priorities for Human Services funding to guide the Human Services Advisory Board in their recommendations and the Board of Aldermen in their decision making for funding.

INFORMATION:  In the Fall of 2017, Chapel Hill Town Council directed their staff to create a refined and streamlined human services funding process that was results driven and achieves the Town goals and responsive to the community needs.  In June 2018, the Chapel Hill staff completed a study and presented recommendations to the Chapel Hill Town Council.  The following link is to the meeting and all the back up material included.

Chapel Hill staff along with input from advisory board members and non-profits developed a framework for prioritizing funding decisions.  Carrboro staff has already started working with Chapel Hill and Orange County on streamlining the application, which was also recommended by the Carrboro Board of Aldermen.

 

Currently, the only direction Carrboro gives non-profits for funding priorities is the Board’s Strategic Priorities.  While very important to the over-all quality of life for Carrboro, those priorities are not focused enough to guide human services applications for funding priorities.  Staff is recommending the Board adopt the Strategic Priorities for Human Services Funding framework (Attachment 1) for guidance in funding request from non-profits. 

 

We also recommend the Board adopt the Small Award Program Criteria to allow non-profits that apply for less than $5,000, not be required to attend the agency hearing, this would ease the administrative burden on agencies.  Staff does NOT recommend the Community Impact Award Pilot Program that has been adopted by the Town of Chapel Hill Town Council.  The reason we do not recommend this approach is that 3 awards of $30,000 or more would severely limit Carrboro’s ability to honor smaller request for funding.  Currently our largest awards are $20,000 to Meals on Wheels and $15, 000 to Club Nova 

 

FISCAL & STAFF IMPACT:   None at this time. 

 

RECOMMENDATION:  Staff recommends the Board consider adopting the attached resolution (Attachment 2).
