INFORMATION:  The Board of Aldermen directed Town Staff to work with Orange County Staff to draft an inter-local agreement between Orange County, Chapel Hill, and Hillsborough that would allow for the mutual support by all four (4) jurisdictions of the Orange County Food Policy Council.  Attached you will find a draft Memorandum of Understanding (Attachment 1), an Annual Work Plan for the Council (Attachment 2), and a Position Description for the Food Council Coordinator (Attachment 3). 

 

This inter-local agreement has been modeled after the Partnership to End Homelessness MOU.  The budget for a full fiscal year is $71,000.  This includes $58,774 in salary and benefits and $12,226 in operating costs.   The amount of funding to be provided by each partner will be determined by utilizing a population-based formula based on the latest Census data. Based upon the 2010 Census data, the percentage contributions are as follows:

 

                     Orange County 39%

                     Town of Chapel Hill 41%

                     Town of Carrboro 15%

                     Town of Hillsborough 5%.

 

 

FISCAL & STAFF IMPACT:  Carrboro’s share of a full year of funding for this position will be $10,650.00  

 

RECOMMENDATION: Staff recommends the Board consider the adopting the attached resolution (Attachment 4)
