INFORMATION:
At the June 11th Board of Aldermen meeting, residents from Starlite Drive came before the Board with concerns relating to parking and speeding on Starlite Drive. Town Code amendments to modify parking restrictions on Starlite Drive were adopted as part of the Board's consideration of the overlay district for the Lloyd-Board neighborhood on June 5, 2019 (agenda materials may be found at the following link: https://carrboro.legistar.com/LegislationDetail.aspx?ID=3518390&GUID=90E9296C-1729-44A6-A27F-A309F2EFE39C&Options=ID%7cText%7c&Search=starlite).

Following the meeting, staff reviewed the relevant Town Code provisions and identified areas where the language would benefit from clarification. Planning staff met with one of residents to discuss concerns and possible amendments to the Town Code.

Traffic counters were placed along Starlite Drive for a 48-hour period starting on September 4th. The data collected by the counters show that the 85th percentile speed was less than the posted speed limit (25 MPH) at the four locations along the street where data was collected. Analysis of speeds by time period showed there were a few hours during the day when speeding was more prevalent, and this information was provided to the Police Department to assist with the timing of their directed patrols.

A draft ordinance has been prepared amending Article II and Article IV of the Chapter 6 of the Town Code, relating to stop signs and on-street parking.
