INFORMATION: At the December 4, 2018 Board of Aldermen meeting, the Board authorized the Town Manager to extend the existing contract with Summit Design and Engineering Services under HMGP Grant Agreement 4167-0013-R and to pursue construction bidding, award and execution of a contract to elevate two houses on Lorraine Street. Funding for the project was obtained through the Town's successful award of a hazard mitigation grant in 2016. The Town advertised for both projects in January 2019, and following a careful review, Rawlings Contracting was identified as the lowest responsible bidder for both projects.

FISCAL & STAFF IMPACT: The total budget to elevate both houses is $320,732, with the construction portion under consideration in this agenda item being $278,150. Funding for the project is provided from the Hazard Mitigation Grant Program (75% federal, 25% state). Funding is on a reimbursable basis, and requires compliance with federal requirements. There will be a significant staff impact to administer the project.
