Toms Creek RainReady Pilot Project 

PURPOSE:   The purpose of this item is for the Council to receive a report from the Center for Neighborhood Technology regarding their RainReady study.

INFORMATION: The Center for Neighborhood Technology (CNT) has completed their RainReady study which was initiated to provide the Town with recommendations for expanding residential scale resilience efforts in consideration of more frequent intense rain events.  CNT has completed a neighborhood survey, provided a presentation for a public meeting, worked with staff and the Stormwater Advisory Commission to pursue the work and prepare a report, and will be providing a presentation summarizing their findings.  The study used the upper Toms Creek watershed as the geographic area for data gathering to support a more focused and neighborhood scale undertaking and given the flooding and drainage impacts that have been experienced along upper Toms Creek.  While the findings are based on work in this area, the intent has been to pilot efforts that can also be of benefit on a town wide basis. The Stormwater Advisory Commission has participated in the study and prepared input (see attachment). FISCAL & STAFF IMPACT:  There is no fiscal impact associated with the Council receiving this report.  There will be fiscal and staff impacts in implementing the recommendations, with the details pending future work, and direction. 

 

RECOMMENDATION: It is recommended that the Council accept the Center for Neighborhood Technology report and presentation and adopt the attached resolution.
