INFORMATION: Staff have been pursuing a culvert replacement for the 400 block of Broad Street because of the old and undersized culvert that is in poor condition, and history of impacts to the road and adjacent properties. The preliminary engineering for this project, authorized per a project ordinance on June 18, 2019, has been completed, and has included coordination with the neighboring residents. The plans include a temporary bypass that provides for continuous access to residents and service providers. A project webpage has been created, which includes a link to the construction plans.

A modification of the project ordinance to allocate an additional $136k for construction is recommended. Staff will move forward with bidding and construction upon Council approval. Bidding will employ procedures for soliciting bids from Historically Underutilized Businesses (HUBs), including Minority and Women Owned Business Enterprises (MWBEs). Staff will also continue to coordinate with neighbors in preparation for and throughout construction.

FISCAL & STAFF IMPACT: A total of $136k of new funding is needed for the construction phase of the project. Staff time for project coordination will also be needed.
