Changes to Town Code for Solicitor’s Permits
PURPOSE: The purpose of this process is to amend the Town Code regarding the solicitor’s permit because the process of conducting background checks for solicitor’s permits has been changed.

INFORMATION: The attached amendment to the Town Code for Solicitor’s Permits has been changed to reflect changes in North Carolina General Statutes, the addition of an out-of-state criminal records check for applicants presenting out-of-state ID, and to reflect the change from “Board of Alderman” to “Town Council”.
The background check process has been changed to include a criminal records check from the solicitor’s state of origin (the state on the non-North Carolina ID that is presented at time of application). The old process involved only a check of criminal records in North Carolina. As many permit applicants present IDs from other states, this system was not very thorough. The new process adds an “Out-of-state Name Query” to better screen applicants for criminal records.
FISCAL & STAFF IMPACT: Nominally impact to time required to complete background check.
RECOMMENDATION:r Recommend Town Council adopt changes to Town Code.
