A report on follow-up to instructions from the Town Council discussion on August 18th was provided on October 6th and a resolution adopted. On October 13th, staff was instructed to examine several locations on the Century Center for a Black Lives Matter mural, instead of locating this mural at Town Hall.

Five locations on the west and south elevations of the Century Center were noted.  Information about the viewshed for each location is included in Attachments B and C, noting as follows:   The west facing façade is viewable from #2 (orange) and #1 (blue).  The south facing façade is viewable from the areas within #3 (red) and #4 (green).  There is a tree that splits the south view. 

 Average daily vehicular traffic, and pedestrian and bicycle counts are included in Attachments D and E.

 

Questions for the Council to consider are listed below:

1.                     What is the location for the Black Lives Matter mural on the Century Center?  Illustrations of possible installations are included in Attachment B.

2.                     What is the type of mural installation?  At least four approaches can be considered: painting on a building; painting on cloth that is adhered to the building (e.g. parachute cloth method used extensively by the City of Philadelphia’s Mural Arts Program; painting on panels - varying materials- as mentioned recently during conditional use permit review for Club Nova; and using printed banners - several types are available.  Two of these methods allow greater involvement in the production of the installation by community members.  The costs range from most expensive for painting on the building to least expensive for the installation of banners.

3.                     What is the content of the mural?  The illustrations show Black Lives Matter.  Other information or content may also be of interest. 

 

 

FISCAL & STAFF IMPACT: The fiscal impact varies based on specific actions. At present, up to $5,000 has been approved for a mural and of that funds have been used for installing Black Lives Matter flags and lighting at Town Hall and up to $3,000 has been allocated to the Community Worx mural installation.  Additional funding needed for the mural installations at Town Hall and the Century Center is anticipated to be brought back as a budget amendment, depending on the directions provided.

 

RECOMMENDATION:r Staff recommends the Town Council discuss the information.  A resolution (Attachment A) allowing the Council to specify follow-up actions is in preparation and will be attached
