TITLE: Title

Facilities Rehabilitation Update and Net Zero Discussion          

PURPOSE:   The purpose of this item is to provide the Town Council with an update on the Facilities Rehabilitation Project and recommendations for defining Net Zero

INFORMATION:   The Public Works Department has partnered with Jim Spencer Architects (JSA) and Sud Associates to perform a comprehensive analysis of the Town Hall, Century Center, and Public Works facilities.  The preliminary results of the architectural study are included in Attachment A - Preliminary Architectural Summary.  The results of the building energy analysis are included in Attachment B - Energy Modeling Report.  Also, a report on Net Zero and options for defining the term are included in Attachment C - Net Zero Definitions Report.  These findings will serve as the basis for project design and approach moving forward.  The Council will need to decide on which Net Zero approach to adopt, as this will affect decisions moving forward.     

 

FISCAL & STAFF IMPACT:    The comprehensive facility analysis and master planning services provided by JSA and Sud Associates has a cost of $124,910 which is being funded through the Facilities Rehabilitation budget of $1,000,000.  Staff impacts to oversee the project and assist with information gathering include Public Works Project Management as well as ten other staff serving on the interdepartmental working group.       

 

RECOMMENDATION:  It is recommended that the Council receive the reports and consider the Net Zero options presented.  A resolution on defining Net Zero will be brought forth at a later date for the Council to vote on.
