Mural Update - Facing Race Embracing Equity installation at the Carrboro Town Hall

PURPOSE:   The purpose of this item is for the Town Council to discuss the Facing Race Embracing Equity mural installation at the Carrboro Town Hall.

INFORMATION:  As cost estimates and other details related to installation are being obtained, staff is seeking direction from the Town Council on several questions related to the Town Hall mural.

Three locations on the east and south elevations of Town Hall were identified. 

Questions for the Council to consider are listed below:

1.                     Which is the preferred location?  Illustrations of three possible installations are included in Attachment B.

2.                     What level and type of community participation is expected?  The resolution adopted on October 18th stated “BE IT FURTHER RESOLVED that the Council identifies that the Carrboro Facing Race Embracing Equity logo shall be painted on an exterior wall at the back of Town Hall in a manner that does include community participation.” Some painting methods allow for some community involvement, whereas directly painting on the building does not.  Due to the height of the mural locations, and especially during COVID-19, community participation options are limited.  Staff does envision strategies for engaging the community and celebrating the installation in an involved way without the community participating in painting directly.   Examples include promotion of the event, encouragement of residents to observe the installation, post updates via social media and consider other locations and ways the logo can be shared throughout town.

Is the Council comfortable with some variation in the paint color/design surrounding the logo?  The GARE Facing Race Embracing Equity logo has typically been shown on a white background.  Staff does not think that the white background is part of the logo itself.    On the red brick building (Town Hall), the logo may be somewhat difficult to read.  Staff is exploring how the background may be modified slightly to make sure the logo is bright and clear without the white rectangular background. 

 

FISCAL & STAFF IMPACT: No new budgetary impacts are anticipated.

 

RECOMMENDATION:r Staff recommends the Town Council discuss the information.  A resolution (Attachment A) allowing the Council to specify follow-up actions is provided
