PURPOSE:  The purpose of this agenda item is to provide the Town Council with an opportunity to discuss the Advisory Board Recruitment and Appointment policy and to consider making appointments to the Climate Action Team.

INFORMATION: This agenda item will allow the Town Council to discuss the quorum provision in the Advisory Board Recruitment and Appointment Policy (attached) that has been referenced via email:

 

Composition

“The Town of Carrboro Town Council shall appoint all voting and non-voting members to boards. The Town Council shall endeavor to appoint members who represent the ethnic, cultural, demographic, and geographic diversity of the community. The Town Council has a goal of promoting racial and ethnic diversity on advisory boards. To the extent possible, the Town Clerk will bring forth applications that will expand the racial and ethnic composition of the existing advisory board. If no applications exist that will expand the racial and ethnic diversity of the advisory board, the Town Clerk shall notify the Town Council of the lack of racially or ethnically diverse applicants and at such time request that the Town Council work to recruit additional applicants. If the advisory board must have appointments due to membership numbers resulting in a lack of quorum, the Town Clerk shall bring forth applications regardless of the racial and ethnic diversity of applicants and request that the Town Council make the appointments. The Town Council should consider the following when making appointments:

• Address 

• Neighborhood/Geographic location

• Date of Birth

• Length of Residence in Carrboro

• Gender

• Race

• Ethnicity

• Occupation

• Advisory Board Service

• Experience/Skill Set/Expertise

• Community Activities/Involvement/Organizations

 

This agenda item will also allow the Town Council to consider making appointments to the Climate Action Task Force.

 

Section 3-24.16 Climate Action Team (a) There shall be a Climate Action Team (CAT) consisting of nine members appointed by the Town Council. Members shall be residents, business owners, or employees in the Town or extraterritorial planning jurisdiction or the Town’s joint planning transition area. All such members shall be interested in or have expertise relevant to the duties of the CAT. At least one member should have experience related to community organizing or environmental justice. One seat should be reserved for a Carrboro resident currently enrolled in public, private, or home school at the high school level.

 

Twelve applications have been received from: Kathy Kaufman, Tilly Pick, Robert Pinder, Lauren Nyland, Heidi Paulsen, Christine Schalkoff, Sarah Zelasky, Diana Newton, Diego Dorigo, Rob Pinder, and Riz Rashdi, and Fernanda Ortiz.

 

Attachments include the Advisory Board Recruitment and Appointment Policy, applications, and a resolution making appointments, if needed.

 

 

FISCAL & STAFF IMPACT: There is no fiscal or staff impact related to this amendment.          

 

RECOMMENDATION:r Town staff recommends that the Town Council discuss the quorum provision section of the Recruitment and Appointment policy and consider making appointments if the Council so desires.
