INFORMATION: On September 8, 2020 <https://carrboro.legistar.com/LegislationDetail.aspx?ID=4633094&GUID=6E6EAD9B-556E-4AF2-9D9B-87E4FA6FD76C>, the newly formed Housing and Community Services department reported to Town Council on its FY 19-20 activities, including COVID response.

In FY 20-21, pandemic related activities continued, but the focus consolidated around one of the most pressing needs:  Emergency Housing Assistance (EHA). Staff will report on EHA, the use of the Affordable Housing Special Revenue Fund, and the town’s continued support of non-profit agencies that meet community needs through Human Services funding. Attachment A provides a memo updating Council on key housing areas of focus in FY 20-21 and responds to Council Member questions/comments received during past presentations and via email. Attachment B provides a summary of the activities that addressed identified affordable housing and community service needs in FY 20-21.

On September 15, 2021, the Affordable Housing Advisory Commission (AHAC) reviewed a report on the accomplishments and progress toward the identified affordable housing goals, as required by their charge. Attachments C and D reflect updates to the Town’s Affordable Housing Goals and Strategies document and current activities being undertaken to meet those goals.

A map reflecting the location of FY 20-21 housing projects funded through the Affordable Housing Special Revenue Fund, and where Emergency Housing Assistance was provided, is attached as item E. Attachment F, provided by the County, presents additional countywide EHA information, and specifically describes the outreach activities for the program.

 

FISCAL & STAFF IMPACT: None noted in relation to the receipt of this report.

 

RECOMMENDATION:r Staff recommends that the Town Council receive this report and provide feedback or direction to staff, if desired.
