Public Hearing - Continued Consideration of Carrboro Connects 2022-2042 Comprehensive Plan

PURPOSE:  The purpose of this agenda item is for the Town Council to hold a public hearing and continue to receive public comment and consider adoption of a draft comprehensive plan, Carrboro Connects 2022-2042.

INFORMATION:  The Town of Carrboro has prepared a draft comprehensive plan View the latest Carrboro Connects Draft Plan! | Carrboro Connects <https://www.carrboroconnects.org/public-hearing-draft>, (and included as Attachment B- see Full Resolution version for highest quality maps) to establish a policy framework for achieving the community’s vision, expectations and guidance for growth and development/redevelopment, and town services over the next 20 years.  This framework will serve as the foundation for maintaining and enhancing the community, including economic development/fiscal stability, and the continued provision of direct public services and support for other activities. An implementation chapter is included with prioritization of actions in the first five years identified. 

Current Status: Following the Town Council’s public hearing on the draft comprehensive plan on November 162021 Town of Carrboro - File #: 21-364 <https://carrboro.legistar.com/LegislationDetail.aspx?ID=5215170&GUID=D1F239FE-128F-4BF3-9D45-F4941B93220F&Options=&Search=>, additional public comments have been received, advisory boards have completed final reviews and recommendations and staff review has occurred. Outreach and engagement to the general public and groups previously involved has continued.  One Orange Countywide Racial Equity Framework was adopted on January 22, 2022 and the use of its five racial equity pillars are expected to serve as the foundation for work going forward.  There have been no changes to the draft plan itself since the public hearing.  The public hearing allows the continued consideration of comments towards incorporating revisions and the creation of the final version of the plan. 

Attachment C includes public comments submitted on the plan since November 16thAttachment D compiles the 104 advisory board and commission comments received, which include the board and commission recommendation statements. 

The compiled table is presented in the order of the plan’s chapters and includes a proposed change or response statement as applicable. 

Staff have prepared comments on corrections and possible changes to consider, as shown in Attachment E.

Action Needed:  That the Town Council consider all input and provide direction regarding the incorporation of any revisions towards creation of a final plan. In addition to the comments in Attachments C - E, described above, areas that will benefit from discussion include the following:

                     Including adoption information for One Orange and incorporate use of REAL and other One Orange racial equity pillars in implementation chapter

                     Refining metrics so they are relevant, feasible and measurable.

                     Determining final wording for statements that are shown as red text in the draft plan:

o                     P. 145 Westwood Cemetery sidebar -  Recreation, Parks, Cultural Resources (see also page 172)

o                     P. 161 Architectural standards - Land Use

o                     P. 162 Strategy 2.2 - select project(s) - Land Use

o                     P. 162 Accessory Dwelling Units Maximum Size - Land Use

o                     P. 166 Remove parking minimums - Land Use

o                     P. 167 - Architectural/historic preservation - Land Use

o                     P. 172 - Westwood Cemetery - Land Use

 

Next Steps: Dates in April (the 19th) and May (the 10th) have been identified.  Teska Associates and CNT will need approximately six weeks to incorporate edits and complete formatting of the document.  A project timeline is included as Attachment F.

 

Per North Carolina State Law, 2019-111, Section 2.9(c), action on a reasonably maintained comprehensive plan or land-use plan that accords with North Carolina General Statutes 160D 501 is needed before July 1, 2022 in order for the Town to continue to exercise its zoning authority.  

 

FISCAL & STAFF IMPACT: None noted with the receipt of public comments at this hearing. 

 

RECOMMENDATION:r The staff recommends that the Town Council continue consider the public comment and advisory board input. A draft resolution that provides an opportunity for the Council to specify plan revisions is included as Attachment A
