Council Direction Statement

Advisory Board appointments follows the Town’s Advisory Board Recruitment and Appointment Policy originally adopted by Council on 11-21-2017 and most recently revised on 3-16-2021. <https://www.carrboronc.gov/DocumentCenter/View/5358/Town-of-Carrboro-Advisory-Board-Recruitment-and-Appointment-Policy->  This Advisory Board Recruitment and Appointment Policy is currently being evaluated using the Racial Equity Lens tool. The Council is scheduled to hold a work session on 3-14-2023 to discuss advisory boards and commissions in a broader scope, which will also include the Town’s Equity Tools pocket questions.

Information

INFORMATION: The Appearance Commission is comprised of nine seats appointed by Town Council. All members of this Commission shall either reside, own property, or operate a business within Carrboro's planning jurisdiction. The Commission currently has four unfilled vacant seats, and two current members terms are expiring, but eligible for reappointment.

Appearance Commission terms for members David Markiewicz (chair), and James Scott are expiring, but they are both eligible for reappointment and each have confirmed their interest in serving another term.

Chair forms have been submitted for David Markiewicz and James Scott as attachment B. If reappointed, this would be the second full term (three years) for both.

Recently, three applications have been received and have been sent to the commission liaison and chair to invite the applicants to an upcoming Appearance Commission meeting, per the Town’s Advisory Board Recruitment and Appointment Policy. Once these applicants have attended a meeting and a subsequent chair form is submitted, they can be brought forth to Council for consideration. Continued recruitment is ongoing to recruit a more diverse applicant pool. The staff liaison has notified the Clerk’s office that the Appearance Commission has the potential to have quorum issues based on the number of vacancies.

Recommendation

RECOMMENDATION: It is recommended that Town Council review and consider reappointing David Markiewicz and James Scott for a second full term to the Appearance Commission.
